Every airframe, engine disc, armour plate and rocket motor traces back to a handful of strategic materials. India controls almost none of them at scale. This layer decides how fast every downstream ramp can actually go — HAL can double Tejas assembly lines, but if titanium forgings queue at VSMPO-alternatives, aircraft wait. The state has finally noticed: critical-mineral missions, KABIL's lithium/cobalt acquisitions abroad, and rare-earth magnet PLI proposals all target this layer.

Market structure & pricing dynamics

  • ▸Titanium sponge: ~60% of global aerospace-grade supply historically tied to Russia (VSMPO-AVISMA), Japan (Toho, OSAKA Ti) and Kazakhstan (UKTMP). Post-2022 sanctions re-routing pushed Western aerospace to Japan/Kazakh material at 20-40% premiums.
  • ▸Rare earths: China refines ~90% of magnet-grade NdPr. Every Indian missile seeker, sonar transducer and EW travelling-wave tube sits on this dependence. 2025 Chinese export controls on heavy REs (Dy, Tb) hit global defence primes directly.
  • ▸Superalloy feedstock (Ni, Co, Re): rhenium — essential for single-crystal blades — is a ~50-tonne/year global market; Chile + US control most. No Indian source.
  • ▸Carbon fibre: aerospace-grade (T-800 class) is export-controlled by Japan (Toray) and the US (Hexcel). India's IACS-grade domestic production (Kemrock legacy, NAL pilot lines) is orders of magnitude short.
  • ▸Energetic chemicals: nitrocellulose and specialty oxidiser supply chains strained globally since Ukraine — European propellant makers (Eurenco, Nitrochemie) are booked out years.

India's position — programs and gaps

  • ▸KMML (Kerala Minerals) runs India's only titanium sponge plant (~500 tpa aerospace-grade vs ~5,000+ tpa need at full aircraft ramp) — a 10x scale-up is sanctioned but execution is slow.
  • ▸IREL mines monazite beach sands but ships most RE concentrate for toll refining; magnet-grade NdPr production is just beginning at BARC-adjacent pilot scale.
  • ▸Midhani is the sole superalloy melt shop (vacuum induction + VAR); capacity ~6,000 tpa across superalloys/Ti/special steels — adequate for missiles, thin for aeroengines at scale.
  • ▸DMR-249A naval steel (SAIL + DRDO) is the one genuine victory: INS Vikrant used ~26,000 t of fully indigenous warship steel, breaking Russian ABA-grade dependence.
  • ▸National Critical Mineral Mission (2025, ₹16,300 Cr) + KABIL's Argentina lithium blocks are the state's answer — a decade-long build at best.

What an expert watches

  • ▸KMML sponge expansion award dates and whether HAL/PTC sign offtake MoUs — the tell for a real Ti value chain.
  • ▸IREL → magnet-maker JV announcements (talks with Japanese and Korean magnet firms recur every year).
  • ▸Rhenium / hafnium sourcing disclosures in Midhani annual reports — precursor to any serious single-crystal blade program.
  • ▸Chinese RE export-license behaviour after each border incident — the single biggest exogenous risk to Indian missile electronics schedules.
